The National Freight Link Upgrade is a large-scale infrastructure initiative aimed at boosting Australia’s freight capacity and efficiency by modernising key rail corridors connecting major ports, industrial hubs, and inland logistics centres.
While future packages will address track electrification, signalling, and advanced freight handling, Package 1 focuses on the groundwork — expanding and stabilising the corridor to handle high-capacity freight trains for decades.
This package is about laying the physical and geotechnical foundation to ensure the rest of the project is built on rock-solid infrastructure.

Package 1 covers all site preparation and early-stage construction activities, including:
- Land Clearing & Grading – Removal of obstructions, vegetation, and unstable soil along the corridor.
- Earthworks & Embankments – Raising, compacting, and reinforcing the rail bed to withstand heavy axle loads.
- Bridge & Culvert Installation – New water-crossing structures for improved drainage and resilience in flood-prone zones.
- Ballast Laying Preparation – Graded foundation for future rail track installation.
- Geotechnical Stabilisation – Soil reinforcement, retaining walls, and slope protection.
